The specification read: "Environmental test chamber capable of testing our products under variable temperature and humidity conditions. Temperature range −20°C to +100°C. Humidity range 10–95% RH. Minimum volume 50 litres." Three suppliers responded. All three quoted equipment that met the specification. The chamber that was purchased met every requirement in the document.
Three months into operation, the team discovered that the humidity control was unstable below 20°C — producing values that cycled ±8% RH around setpoint rather than the ±5% they needed for their test programme. The specification had not included a humidity tolerance at low temperature. The supplier had not volunteered one. The chamber was compliant. It was also wrong.
This is the most common failure mode in environmental test chamber procurement: specifying the equipment rather than the performance. A document that states "temperature range −20°C to +100°C" has described what the chamber can reach. It has not described how well the chamber performs at those temperatures, under load, over time, with the specific DUT configuration of the test programme.
Why most RFQs fail
The structural problem with most environmental test chamber RFQs is that they are written by people who know what they want the chamber to do but who specify it in terms of what the chamber is. The distinction matters: a chamber that reaches −40°C is not the same as a chamber that holds −40°C ±1°C at the DUT surface, with a loaded workspace, after a door opening, for 1,000 hours continuously.
Real RFQs from public procurement records illustrate the pattern. The CEFAS tender specified temperature range, humidity range, volume, and power supply. It did not specify temperature uniformity, humidity stability, ramp rate under load, or the performance tolerance that the test programme required. Every chamber in the target market segment met the stated requirements. None of them were differentiated by the specification.
A well-written RFQ creates a meaningful performance standard that separates equipment capable of the intended application from equipment that technically meets the letter of the requirement. An RFQ that does not do this is not a procurement document — it is an invitation to quote on price.
Performance vs equipment specification
The distinction between performance specification and equipment specification is not abstract. Consider two ways to specify the same requirement:
The performance specification is more work to write. It requires knowing what the test programme actually needs — which means the RFQ process forces the engineering clarity that should precede procurement anyway.
The mandatory specification fields
A complete environmental test chamber RFQ must include the following fields, stated as performance requirements with tolerance values:
Temperature range. Minimum and maximum setpoint. State the range in °C, not as a single figure. Include the minimum temperature the chamber must achieve at full rated load — not empty.
Temperature stability. The permitted deviation from setpoint during steady-state operation, measured at DUT level. Typically ±0.5°C to ±2°C depending on application. Must be stated at the DUT sensor, not the chamber controller sensor.
Temperature uniformity. The maximum permitted temperature difference between any two points within the usable workspace during steady-state operation. Typically ±1°C to ±3°C. Relevant for large chambers where spatial gradients are significant.
Ramp rate. The rate of temperature change, stated in °C/min, measured at the DUT surface under the specified load condition. The chamber's rated ramp rate (measured empty) is not the relevant specification.
Humidity range and stability. For temperature/humidity chambers: the RH range, the stability tolerance (±% RH), and the temperature range over which humidity control is maintained. Humidity control below 10°C and above 85°C is technically challenging — if required, it must be explicitly stated.
Usable workspace volume. Stated in litres, defined as the volume available for the DUT after exclusion of shelving, sensor positions, and minimum clearance requirements per IEC 60068-1. The nominal internal volume and the usable volume are not the same.
DUT access. Cable feed-through specifications (number, diameter, location), shelf load rating, door opening dimensions, and any requirements for internal lighting or observation windows.
Control and data logging. Programmable profile capability, number of storable programmes, data logging interval, data export format, and interface specification (RS-232, USB, Ethernet, Modbus).
The clauses most RFQs omit
Load specification. The performance parameters — stability, uniformity, ramp rate — must be verified under load, not empty. The RFQ must state the load condition: maximum DUT weight, thermal mass, and heat dissipation. Without this, suppliers will quote empty-chamber performance, which is always better than loaded performance.
Recovery time after door opening. The time required for the chamber to return to setpoint stability after a door opening representative of normal use. For qualification chambers with frequent access, this is a significant operational parameter. It must be specified and verified during acceptance testing.
Alarm and monitoring system. The configuration of temperature and humidity alarms, the setpoints at which they trigger (which must be inside the compliance tolerance, not at the limit), and the method of alert — audible, visual, remote monitoring integration, or all three.
Calibration documentation. Requirement for UKAS- or DAkkS-accredited calibration certificates for all sensors, delivered with the chamber at commissioning. The calibration reference and traceability chain must be documented.
Software version and update policy. The control software version delivered and the manufacturer's policy on firmware updates — including whether updates are free, what they affect, and the validation implications for regulated applications.
Refrigerant compliance requirements
Every environmental test chamber RFQ issued in the EU or UK from 2025 onward should include an explicit refrigerant compliance clause. The clause should state:
The chamber must use a refrigerant compliant with Regulation (EU) 2024/573 (or equivalent UK F-Gas Regulations post-Brexit) at the time of delivery. Virgin R-404A (GWP 3,922) is prohibited for use in new equipment and for servicing from January 2025. The supplier must confirm the refrigerant used, its GWP, and its compliance status under the applicable regulation in writing with the quotation.
For organisations operating in the EU: specifying this clause eliminates suppliers who quote equipment with non-compliant refrigerants, and provides documented evidence of due diligence in the procurement process.
Additionally, the RFQ should request the supplier's documented refrigerant transition plan — specifically whether the equipment will require refrigerant replacement or system modification within the expected service life due to regulatory phase-down.
Acceptance testing and commissioning
The RFQ must specify what acceptance testing is required at delivery and who is responsible for conducting and witnessing it. A chamber that is delivered and installed without a documented acceptance test has no verified baseline performance — and any subsequent dispute about whether the chamber meets specification has no objective reference point.
Minimum acceptance test requirements for a temperature/humidity chamber:
— Temperature stability test at minimum, ambient, and maximum setpoints, under specified load, for a minimum of 4 hours at each condition, with data logging at 1-minute intervals or better.
— Temperature uniformity mapping with a minimum of 9 sensor positions distributed across the workspace volume, at a minimum of two setpoints, with the chamber loaded.
— Ramp rate verification from ambient to minimum setpoint and from minimum to maximum setpoint, with thermocouple at DUT level under specified load.
— Humidity stability test at the specified RH setpoints, under temperature conditions representative of the test programme.
— Recovery time measurement after a door opening of standard duration, at the most critical test condition.
— Alarm function verification at all configured alarm setpoints.
The acceptance test results must be documented in a commissioning report, signed by both parties, before the purchase is accepted.
Service and support requirements
The RFQ should specify service and support requirements as part of the total procurement — not as a separate evaluation conducted after the capital decision is made.
Service response time. The maximum time from a breakdown report to a qualified technician on site. For a qualification chamber on a critical programme, this is a contractual requirement, not an aspiration.
Parts availability commitment. A written commitment from the manufacturer that spare parts — specifically compressor components, control boards, and sensor probes — will be available for a defined period (minimum 10 years from delivery). Parts obsolescence is a common cause of premature chamber replacement.
Local service capability. Whether the manufacturer or an authorised service agent covers the installation location. A chamber serviced by a foreign technician flying in for each visit has a different response time and cost profile from one serviced by a local engineer.
Annual service contract structure and exclusion list. Request the standard service contract terms at the time of procurement — not after delivery. The exclusion list determines the real annual maintenance cost.
The evaluation criteria that matter
Price is not the only award criterion — this is stated explicitly in the NPL and University of Strathclyde tenders cited in the procurement record. The evaluation framework should weight technical compliance, service capability, and total cost of ownership alongside the capital price.

For any chamber running a continuous qualification programme, yes — a fault that's a same-week service visit with a manufacturer who has local presence becomes a multi-week logistics problem with one that doesn't, regardless of how good the chamber's specifications are on paper.
Is the cheapest chamber that meets the spec sheet always the right purchase?
Not if it comes from a manufacturer with thin service coverage in your region — the total cost of ownership includes downtime risk, calibration turnaround, and spare parts availability, none of which appear on the initial price quote.
